Proposal of an adequate technological surveillance system for the Research Station “Indio Hatuey”

ABSTRACT
Taking into consideration that the EEPFIH does not yet have a structured, formalized and systemic Technological Surveillance System (TSS), which allows to capture, process and socialize scientific and technological information, with a strategic approach, to contribute to the decision-making of the managers, this Master of Science thesis proposes a system with this objective, as well as a set of adequate actions to achieve its implementation in this organization. For the conception of the TSS, as an organized system of environment observation and analysis which has implicit the transmission of useful information to decision-makers to prevent an exclusively reactive management, starting from the fact that it should not be reduced only to tracking technological novelties and results, but it also implies placing them in their context, detecting their scientific, commercial/social value, and preventing the technological and competitive threats that may come from the environment, as well as taking into consideration that the main purpose of the TSS is to provide good information to the right person in the adequate moment. The proposed TSS in the specific context of the EEPFIH is formed by a set of key elements, activities, processes and actions, which constitute the main scientific contributions of the Master of Science thesis. Finally, through the application proposal of the TSS, from a group of actions that are considered feasible and pertinent and the appraisal of the usefulness of this System in this scientific institution, as practical study object, it was possible to empirically prove the general research hypothesis, showing as solution its explicative capacity, logical consistency, feasibility, flexibility and pertinence.
