Model proposal for the Management of Agricultural Research and Extension: Particularities for EEPF "Indio Hatuey".

ABSTRACT
With the introduction of Science and Technologic Innovation System, at middle of 90's, is generated a combination of changes in the cuban scientific sector such as the utilization of project as basic unit of research that incorporate elements of competitivity, the technic-economic feasibility, the market analysis, the medium and large term projection of scientific institutions, the activities of research-production interfase, the search of indicators to evaluate the scientific process, as well as the potentiation of Technologic Management, wich supply a great importance to interprise. However, still don't exist a specific model what allow us the Research and Extension (R & E) Management in Agricultural Scientific Institutions.
This situation motivated a model development which offers a theoretical-metodologic framework for the R & E Management in the Experimental Station of Pastures and Fourage "Indio Hatuey", begining of a critical analysis in the industry and services as well as agricultural research.
This model start with an analysis of organisation and context as well as a prevision of research and training necessities what will exist in the next tenth years, for future planning process where play an important place the agrosocioeconomics diagnosis of production systems, the farm research and the criterion of farming, researches and extensionists.
This planning process follows the monitoring and evaluation for closing the cycle, providing tools and considerating an evaluation of productive, socioeconomic, organisational and environmental impact as well as the adoption rate in the practical situation. Lastly and making easier the internal management of R & E process and to know the excelence level is applied the EOI for first time in a scientific center, finding out a 57.7 %, favorable value for Cuba's conditions.
