Creation and development of Technology-Based Socialist Organizations in institutions of the Cuban higher education

ABSTRACT
In higher education as well as in other institutions of the Central Administration Organisms of the Cuban State there are organizations which generate knowledge and technologies; however, there is not an organizational, conscious and systematized procedure yet (for example, model and associated procedures, to create and develop organizations based on knowledge and technology, in which those associated to the livestock production sector must be necessarily present. This generated the need to conceive, apply and evaluate a model for the creation and development of technology-based socialist organizations in the livestock production sector (TBSO(l)), incubated in the Cuban higher education. The work starts from the conceptualization of these organizations, which includes their principles and distinctive characteristics, to later provide a conception of the general model, with the premises and principles that support it; this model is structured in three interactive and interconnected stages: creation and development of the TBSO (l), as well as the spinning off from the “mother” organization in an advanced stage of its life cycle – if it is decided by the State–, as basis of the group of specific procedures and tools developed which constitute its methodological structure. For their implementation, since 2000, the EEPF-IH was the practical study object to apply the first stage (CREATION), while CespIH® - its result – was the Organization selected for the application of the second stage (DEVELOPMENT), which showed the possibility and convenience for the Entities of Science and Technological Innovation (ECIT) and Centers of Higher Education (CES) to be incubators of Technology-Based Business Units that work full cycle with high quality, response and competitiveness level. This implementation allowed to prove the general research hypothesis, showing its explanatory capacity, parsimony, logical consistency, feasibility, flexibility and pertinence and integrating them to the decision-making processes, as well as to appreciate the tangible and intangible results derived from their implementation, among which is the 2009 National Award to Technological Innovation.
